CDSF is a dedicated support facility promoting systematic, sustainable approaches to human capacity development to enhance AGP2 implementation. The design of CDSF is based on a theory of change that assumes human performance can be improved through a systematic and iterative approach to learning and development. As a runup to project design, a Rapid Institutional Capacity Assessment was conducted that identified twelve priority areas for AGP2 support. These capacity development priorities include: – institutional human capacity development and learning; leadership and management; coordination (using technical committees as a proxy for AGP coordination); knowledge management; planning, monitoring and evaluation; financial management; procurement and physical asset management; agricultural extension; cross-cutting issues (gender, nutrition, and climate-smart agriculture); and the Environmental and Social Management Framework.
