Environmental and Social Safeguards
AGP2 has a number of safeguard documents governing the implementation of the overall project and related subprojects. These include the Environmental and Social Management Framework (ESMF), Resettlement Policy Framework (RPF) and Social Assessment (SA) Policy. Safeguards are essential tools to prevent and mitigate undue harm to people and their environment during planning, implementation, and monitoring. Safeguards help assess possible risks and the impacts (positive or negative) associated with project or subproject specific interventions.
As such, the ESMF provides guidance for the Environmental and Social Impact Assessment (ESIA), Environmental and Social Management Plan (ESMP), Resettlement Action Plan (RAP) including voluntary land donation and grievance redress mechanism, and gender-responsive Social Assessment. The ESMF informs and guides regional Bureau(s) of Agriculture, key Implementing Agencies and/or other government institutions responsible for ensuring AGP2 safeguard requirements for sub-project investments are compliant with Government of Ethiopia environmental and social regulatory frameworks. The ESMF also ensures that World Bank Group Environmental Assessment and social policies, processes, and procedures are documented.
CDSF provides ESMF/RPF/SA capacity development to AGP2 federal and regional Program Coordination Units, Bureau(s) of Agriculture, and key Implementing Agencies, including:
- leadership awareness-raising,
- ESMF/RPF/SA training of trainers, and
- Job-embedded support at regional, zonal and woreda-levels.
As a result of CDSF, federal and regional AGP2 Program Coordination Units, regional Bureau(s) of Agriculture and key Implementing Agencies should have heightened awareness and strengthened capacity in relation to the identification and application of safeguard instruments for sub-projects, including public engagement and information disclosure processes.
